In federal court, the Federal Court of the 1st region issued the greatest number of wiretap warrants: 840. Counted separately were VoIP phones, or other calls made over the internet. In August, courts ordered 750 such devices monitored in the country, with Sao Paulo again topping the list with 120. Authorities count VoIP wiretaps separately to ensure greater control over and to prevent indiscriminate use.
